The overall goal of BASAN is to develop "best practise" tools for agro-industrial innovation made to measure the conditions prevailing in the rural areas surrounding the Baltic Sea.

The operational objectives of BASAN are

• to identify and develop ways and operational means to transfer and convert European forefront agro(bio)industrial research into practical application in small scale production units in the regions around the Baltic Sea
  
• to identify the presence of success factors in the individual Baltic Sea regions and to assess the significance of these factors for a successful innovation process
  
• to identify (mainly) non-technical barriers in the regions
